Hubert H. Humphrey Fellowship Program
Overview: The Hubert H. Humphrey Fellowship Program brings accomplished professionals from designated countries of Africa, Asia, Latin America, the Caribbean, the Middle East, Europe and Eurasia to the United States at a midpoint in their careers for a year of study and related professional experiences. The Program provides a basis for establishing long-lasting productive partnerships and relationships between citizens of the United States and their professional counterparts in other countries, fostering an exchange of knowledge and mutual understanding throughout the world. Please note: The Hubert H. Humphrey Fellowship is a one-year program, it is not intended for the participants to earn an academic degree at a four-year college or university in the US . Application Procedures: If you are interested in applying for the Hubert H. Humphrey Fellowship Program and you meet the specified criteria, you can receive an application at the U.S. Embassy, Public Affairs Section or Fulbright Commission in your country of residence ( U.S. citizens or U.S. dual-nationals are NOT eligible for this program). Selection Criteria: Interested applicants must apply in their home countries to the United States Embassy, Public Affairs Section or Fulbright Commission. After national selection, final nominations are reviewed in the United States by independent review committees. These review committees make recommendations to the J. William Fulbright Foreign Scholarship Board. Awards are announced each year by April for Fellowships beginning in August/September. To be eligible for a Humphrey Fellowship, applicants must have:
- An undergraduate degree (a four-year university bachelor)
- Five years of substantial professional experience
- Demonstrated leadership qualities and record of public service
Fluency in English
Eligible Fields: Fellowships are granted competitively to professional candidates with a commitment to public service in both the public and private sectors, specially in the fields:
- Natural resources and environmental management
- Public policy analysis and public administration
- Economic development
- Agricultural development/agricultural economics
- Finance and banking
- Human resource management
- Urban and regional planning
- Public health policy and management
- Technology policy and management
- Educational planning, administration & curriculum development
- Communications/journalism
- Drug abuse education, treatment and prevention
- HIV/AIDS policy and prevention
- Nonproliferation
- Teaching of English as a Foreign Language
- Trafficking of persons
- Law and human rights
Grant Provisions: Humphrey Fellowships provide

- Tuition and fees for university course work
- Accident/sickness insurance
- Monthly maintenance
- Funding for books, computer purchase & professional activities
- Special program seminars
